"The Applictaion Failed to Start Because SetUpEngine.dll Was Not Found."

When I try to install MS updates I receive the following error message: "The Applicataion Failed to Start Because SetUpEngine.dll Was Not Found. Re-Installing the Application may fix the problem."I've installed the latest .NET Framework software and I've also run System File Checker, but the error keeps repeating. I've also tried installing MS Updates in Safe Mode, again, with no positive result.Any suggestions will be appreciated.Thank you.
