Windows NT TermService in Hung State

Hi There

I have a Windows 2003 server who's TermService appear to be hung.
Basically one can not TS to the box. When I query the service it says its is
running.

SERVICE_NAME: TermService
TYPE : 20 WIN32_SHARE_PROCESS
STATE : 4 RUNNING
(NOT_STOPPABLE,NOT_PAUSABLE,IGNORES_SHUTDOWN)
WIN32_EXIT_CODE : 0 (0x0)
SERVICE_EXIT_CODE : 0 (0x0)
CHECKPOINT : 0x0
WAIT_HINT : 0x0

I am unable to stop or restart the server.

If I look at the service in Computer Management the options to restart and
stop are greyed out.

Any ideas how to resolve this without having to restart the server?
 
1 more bit of info.

When I try to stop the service i get the following error:

[SC] ControlService FAILED 1052

In Win2k3 TermService service can not be stopped/restart as a typical
services.
You mentioned no one cannot TS to the box, can you tell us what error did
you get when you try to TS to the box?
Did you have a chance to look into the event logs?
can you please type the followings in a cmd shell and share the outputs with
us:
Qwinsta.exe

wmic rdtoggle get AllowTSConnections
