Windows NT Terminal Server Login issue. 2003 SBS and member TS server

I have a 2003 Small Business Server R2. With a 2003 R2 standard member
server. The member server is configured with Terminal Server and the TS
Licensing server. I have an 8 cal pack all ready interred.
The Remote Desktop Users group had the rights to login into Terminal Server.
I cannot get any of my users to login to the server through TS unless they
are part of the administrators group.

Can someone tell me how to get around this?

There's one step you don't mention (but you have probably done this):
are the users member of the local Remote Desktop Users group on the
TS?

And what is the *exact* error message that they get when they can't
connect?

Yes the users are members of the remote desktop users.'
I have activated the terminal server
I have verified that the remote desktop users group has the right to login
to terminal server.

The error I get is Log on failurer a user must be a member of the remote
desktop users group to login or the user has to be given the right manually.

Check user account properties in AD + all GPOs that are aplied (use
Resultant Set of Policies). Especially check the Default Domain
Policy and the setting "Deny access to Terminal Services".
