Windows NT Temporary licenses for Windows 2003

I have purchased 100 Terminal Server Per User CAL Tokens. My two Winsows
2003 Terminal Servers are set to Per User licensing mode. However the CALS
are currently being issued as Tempory Licenses for Windows Server 2003 -
Terminal Server Per Device CAL Token. They are all set to expire beginning
next week. My licensing server is a DC running Windows 2003 Standard w/ SP2.
What do I need to do to correct this issue?
 
What SP are the Terminal Servers running? How did you set the
licensing mode on them, in Terminal Services Configuration or in a
GPO?

One of the Terminal Server is running SP1 the other is running SP2. I am
configuring the Terninal Services Licensing mode in the Terminal Services
Configuration Tool not in a GPO.

If a TS is set to per user licensing mode then it just checks that a
licensing server is reachable - licenses are not actually checked out.
If you see your TS licensing server has issued licenses then maybe
another TS requested them.

That's a good point, Helge, a rogue TS is certainly a possibility.

Tfhknx5219, if Helges suggestion isn't the solution, then how about
this:

you write that all temporary Per Device TS CALs which are issued by
your licensing server are going to expire next week. That means
that they all have been issued around 2-3 months ago.
Could it be that they were issued to your clients *before* you
installed the Per User licenses and switched your TS to the Per
user licensing mode?
If so, then all is as it should be. Once the temporary licenses
expire, they will be around in the TS Licensing Manager for one
more month and then be removed automagically.

You have a problem *only* if new temporary Per Device licenses were
issued to clients *after* you switched the TS to Per user licensing
mode.
