I can't speak professionally as to the file's importance, but I've
blown mine away many times without issue. YMMV.

However, you might prefer to be selective in your cleaning, leaving
behind cookies that help you log in to various sites. The files are
small, and Spybot / Adaware can help you remove the more onerous
cookies without removing ones you want. So, a preferred method might
be to go to MSIE and use the Tools-> Options-> Delete Files feature to
remove the files and then use the anti-spy software to clean the
cookies in a tempered way.

Yes and one of the easiest ways to do this effectively, clearing the temp
folders with the same mouse clicks, is with ccleaner (www.ccleaner.com).

Take care during install if you don't want the extra toolbar. Once
installed, and once you've set the options you want, you can simply
right-click on the recycle bin and choose "run ccleaner". This takes
seconds, will run without the UI, and you're done.
