Task manager is disabled

When I try to access the task manager, a dialog box will pop up and tell me
that the task manager has been disabled by the system administrator. Since I
own my computer, I'm guessing that sys admin is me!
The task manager has worked in the past, just recently (within the last two
weeks) has it started occuring.
I have tried the msconfig/startup route to attempt to rectify the problem,
but no dice, problem persists.

The first thing to do is make sure the computer is virus/malware-free since
the #1 reason Task Manager becomes disabled is infection.
