The tabs open at the bottom of the screen, how do I change the location to
the top of the screen?

Make sure the taskbar is unlocked (right-click it, make sure there's
no check beside "Lock the taskbar"). Now you should be able to
drag-and-drop it to the top, bottom, or either side.

Right click on the taskbar at the bottom, and uncheck "Lock the taskbar".
Then just drag it to the top.

I'm glad you knew what on earth the Op was on about, or was it an educated
guess? (I didn't think the task bar HAD "tabs"....)
 
Folks don't always have to have the terminology right. They do look like
tabs.

The "tabs" probably in this case are the application *buttons* (the
minimised application windows)
