System Tray Icon Order

The only way I have heard of doing this is with the use of a third party
program. http://www.cottonwoodsw.com/dlyrsumm.html offers the Delayer
program for free and I think it probably works with XP even though it is not
listed as one of the systems the program is designed for.

Not natively at least. There are 3rd party apps that will attempt to
help the situation but unless you know the length of time each starting
app takes to run it still won't work. And besides isn't really
necessary 99.9% of the time. XP after a few restarts will sort of
"optimize" the registry anyway and that includes the order of the
startup items.
ZA for instance starts early in the process but always finishes late
because of the time and amount of work it does while it's coming up.
I did use WinPatrol to put some delayed starts on things I needed but
didn't want to waste boot time on, and it worked out pretty well there
but there isn't a whole lot you can do otherwise.
