System Restore causes Rundll error

I cannot get System Restore to work. I consulted the Microsoft sites and
attempted all the posts I found with no change. The symptom is that when I
open the System Restore Tab, a rundll error box opens with the following
error:

An exception occurred while trying to run
C:\windows\system32\shell32.dll,Control_RunDll
"C:\windows\system32\sysdm.cpl,System"

I checked system services and it says that system restore is running. I can
start, stop and restart the service.

Please help. I have spent hours on this. My XP updates are current. Is it
possible it can't find system restore files? Can it be recreated?
