Windows 2003 System not creating roaming profiles automatically

I've been banging my head on this one...

I'm trying to get the roaming profiles to create automatically when the user
logs in.

I've followed the rights on the article:

Which basically states:

I've checked, double checked, and triple checked the folder and the share
for the correct rights. The only thing I haven't been able to set is the
"local system" right on the folder which I can't seem to find on either the
local server or the domain.

Everytime a user logs on they get the "Cannot find the profile..." error. I
can create the folder by hand and xcacls the rights to the user. But I'm
tired of doing the work around. Even in the article it states that I should
let the system create the folder over creating the folder manually.

Can anyone provide any pointers?
