Surface RT can't connect to store

I turned on my Surface RT after about 6 months. It says I need to upgrade to Windows 8.1 but it will not connect to the store citing a timeout error and to come back later. I have read the other related questions on here and tried all suggested solutions including checking the date and time are correct and using wsreset. It's been two days now and this thing still won't connect. Any other suggestions?
