Duke,
I don't think you will get an option for 'Open With' if you right click the
attachment in the email.
I think you need to 'save as' from the right click menu in OE and save the
attachment to a known place (My Documents for instance)
Then go to My Documents and right click the saved file, and choose 'open
with' from there.

I cant get to a file that gives me any option to "open with", and the site
you suggested didn't have any info that addresses my problem that I could
