I have a Dell Inspiron 1525, 160 GB HDD and 2 GB RAM. I'm running Vista Home
Premum.

My computer isn't starting up correctly. It'll either get stuck on the load
screen with the green bars or on the Welcome screen, and will not let me put
my password in, go to black or stay stuck on "Welcome" and not do anything.

I've tried startup repair and system restore. Any suggestions?

Dell systems offer a nondestructive repair on the F8 startup menu. They also
provide a bootable CD, which will have the standard offer of Repair (after
the EULA agreement screen) when running Vista setup.
