I want to use a file that plays for 45 seconds, but it stops after 15
seconds. How can I adjust the time window?

You can't, the length of the file is the length of the file.

CD1,

wow, my XP 'Start Windows.wav' only runs for 4 seconds!!
I believe you can change what plays at start up.
If you would be happy with your existing sound repeating another twice
(giving 45 seconds run time) then you could use something like 'Audacity' to
edit your file to do just that. Save the file to the same folder and then
select this 'longer' file to play at startup, or, choose another sound file
that is 45 seconds long.
Audacity is one of many 'sound editing' freeware programs, and one that is
well respected by many.
You didn't give us a clue about your dexterity with such issues, so I'm not
sure this will help.
