Stamps.com Unable to download

I spent 90 minutes on the phone with stamps tech support to no avail. When I run the installer I am met with a fatal error message saying that it was unable to uninstall an old version of stamps, but I only have the newest version downloaded. I have run multiple cleaning applications and tech support is at a loss as well. If you have encountered this how did you fix it?
