Windows 2003 Small Office Setup Suggestions Requested

I am setting up a small office server with 3 users on a single Windows 2000
Server. The current plan is to keep things at low level of complexity in
this 3 person office. So what I am thinking is to setup the server as a
local file server with all local accounts and passwords that do not expire.

One person has a laptop and they want to use offline folders with automatic
file synchronization when they dock and undock their laptop.

Will this work on Windows 2000 Server? Do I have to move them up to Server
2003? Does I have to install a domain with active directory?

All thoughts and recommendations are most welcome!

Setup workgroup and windows 2000 should work. Good luck!
