Slow Shutdown issue

I was testing this Local Security Policy and noticed that some of setting
after I changed, it will take from 6 sec. (before change) to 28 sec. (after
the change), the funny thing is, if I put it back to the original state
(Disable to Enable) or any other type of changes, it will not come back to 6
seconds anymore.
I had to reset the Security Settings back to Default.

e.g. Do not display last user name in logon screen.

My question is, why the reverse setting did not work?
 
Maybe because the delay is caused by chanding another setting?

The change you made has nothing to do with the shutdown time. Please verify
that nothing else was changed prior to this.

To test this:
- Install a fresh system with XP (or Vista or 2K ... Whatever your company
uses)
- Add this to the domain in an OU that doesn't have any GPO's assigned.
Blocking inheritance is also advised for "test OU's"
- Install all patches and software that are on the questioned system
- Change the local security policy setting to "Do not display last logged on
user"
- Reboot the system

After each step, it's advised that you reboot the computer and note the
startup/shutdown times.

If none of this seems to help, I would recommend downloading/installing the
User Profile Hive Cleanup Service.
