slow-link mode latency detection issues with offline files

I've configured latency values of as low as 99 and as high as 5000 yet the system only seems to use the default latency value of 35ms.

Seems like a bug with Windows 8. I've tested this across different network connection speeds and only have online redirected folders when the network latency is around 10ms, other tested networks are have latency around 38 or 80ms are always offline. please
help!!!!
