Windows 2000 Slow boot, but only in safe mode

This is the opposite of what one would expect. That is, if one is
experiencing a slow boot, going to safe mode would be relatively
quicker. I'm experiencing the opposite. I boot up in the normal
amount of time (which is never fast enough, but that's a different
issue). It is only when I boot up in safe mode that I actually fall
asleep waiting for it to boot up. The task manager shows a sparse
list of processes, as one expects of safe mode. What would cause this
counter-intuitive result of slowness, but only when booting in safe
mode?

I don't have an answer, but I have the same problem. Normal boot is less
than 60 seconds Safe Mode boot is closer to 4 or 5 minutes.
 
60 secs is fast for win2k
Safe usually takes several mins, this is normal
