Simplfying security changes on NTFS external drive

I find that if I want to access the security tab for a folder on my NTFS
external USB drive, I have to reboot my XP computer to Safe Mode. Then the
tab appears and I can do anything including taking ownership of folders or
changing permissions. Is there a way to allow the same security changes to
occur without having to enter Safe Mode? Also, is there a way to "take
ownership" of the drive so that anything added to the drive is automatically
owned by a given user - namely, me? Thanks for your help.
 
Safe Mode is the only way to modify the ACL ( Access Control
Listing ) using Windows XP Home. Using Professional it ( ACL )
isn't visible as long as "Use Simple File Sharing" is enabled.

To globally change Ownership on a volume you use the Advanced
(TAB) of the security properties of the drive/volume. From the
Advanced details page, click Owner - Highlight/Select the User
and then tic the Option box " Replace owner on Sub Container...."
