Windows 2003 Sidebyside event id: 59 access denied Windows 2003 SP2 applied

Applied SP2 to Windows 2003 standard server and am receiving mulitple
Sidebyside event id: 59 errors with generate activation contest failed for:
shell32.dll, wininet.dll, resolve partial assembly failed
windows.common-controls with access denied. Server running Outlook Web
Access.

Whenever I've seen SideBySide errors, I've resolved them by downloading &
installing the full C++ 2005 Redistributable Package. The errors seem to
occur because some installed application didn't have all the necessary
runtime files packaged in with it....the most frequent culprit seems to be
Logitech Setpoint, but I've seen it on plenty of systems with no Logitech
software at all.

Yes. What account is actually using this service? What permissions need to
be assigned? Along with the SidebySide errors we are also receiving a DCOM
10016 Error for Local Activation failure. The DCOM Config does not list the
offending service to allow for a permissions change. Server is running as an
OWA box (hardened) with Exchange SP2.

Any and all help would be greatly appreciated since the System Event log
fills quite rapidly with the SidebySide errors.
