shutdown option missing from welcome screen

hi when today when logged off the shutdown option was missing from the
welcome screen, any ideas?

running windows XP home sp2

The date and time was 12/22/2007 8:00 AM, and on a whim, crazyal pounded
out on the keyboard:

What options DO you have? Turn Off? Use that. If that's not there, try
this:

Open regedit (Start, Run, type regedit and click OK) and navigate to the
HKEY_CURRENT_USER\Software\Microsoft\Windows\Current
Version\Policies\Explorer subkey.

If you have a NoClose value there, it should be set to 0 (zero). If
it's set to 1, the Shutdown button will not show.

You can also initiate shutdown by pressing Ctrl+Alt+Del.
