Shows to be connected, but acts like I am not

I am on very slow dialup 26.4, ATT does not offer DSL in my area, but the
weird thing is I can be surfing and all of a sudden pages can not load, can
not send or receive emails. The connection icon is still showing up with my
connection speed, but when I right click on it and click disconnect nothing
happens. I can try and connect and it tells me I am already connected. To
get back up and running I have to close down the computer. Could this be
something with phone lines, as I have the same problem on my laptop and even
if I connect using earthlink server instead of ATT. I would just like to
know who to blame, so maybe I could get it fixed.

Very likely a problem with your phone lines. If ATT does not offer
DSL in your area, have you checked if your Cable company for your
TV offers highspeed access? In many cases Cable will give better
performance than DSL especially in your area due to limited phone
line access.

You might make a try at improving the connection that is going thru your
house wiring. Locate the source of the house phone line, and try a
connection directly there

I will check the Power option for the Network Card in Device manager and
uncheck the check box for [ ] let the Computer or the system turn this
device for power saving under power management.

Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Taps:
General | Security | Privacy | Content | Connections | Programs |
Advanced
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.

2... You need to be sure your system is clean from malware and Viruses by
scanning for them

Run Disk Clean Up and then run this command:
sfc /scannow click [OK] you will need your XP CD handy.
