I have instructions on how to create a shortcut for the Desktop, but where
do I start making it?

Do you mean a shortcut ON the desktop? If so, right-click anywhere on
the desktop, select New-Shortcut.

The instruction is:- shortcut to C:\Windows\System32\mrt.exe (right-click on
mrt.exe > Send To
> Desktop (create shortcut).
Where would you start making this entry?

You have TRIED these instructions, haven't you? they seem pretty clear
to me. Browse to the file in Windows Explorer and follow the instructions.
