Is there a way to activate a service on WindowsXP like the SHADOW COPIES
inside the Windows Vista or Windows Server 2003?

No. Use a third-party backup program.

No, not personally since I use Time Machine and Leopard, not Windows.
Suggest you look at Acronis True Image, Second Copy, etc. to see if
those programs will do what you want.
