Setting up different accounts on one PC.

O/S: Windows XP Home

I just recently setup a few new accounts on my computer for my children to
use. My first question is, how do i set it up so that the kids can use
certain programs, programs they are allowed to use? Second, how do i set up
internet explorer to block certain websites from the eyes of my children? Do
i set the settings individually for each account or can i do it from the
admin account?
