"Set an administrative alert" option in Startup and Recovery windo

In Startup and Recovery dialog box of the System properties of Windows XP
professional, there is "Send an administrative alter" option. When the system
is restarted due to a Stop error, when it have enough time to send an
Administrative alert? and How can I configure it?
