Windows 2003 service stops and HKEY_USER hive disappears

I have a service to run an application. The service actually just
uses srvany.exe to launch an application. Once it has done this the
service stops leaving the application running. The service runs under
a local userid.
Normally, the service starts and a registry hive for the user is
loaded under HKEY_USERS. When the service stops, the hive remains.
One one machine, however, when the service stops the hive disappears.
Does anyone know why?
