server STD edition blocking outgoing communications

I have windows server std edition, installed on this server is my helpdesk
management software. There is a feature in windows server that blocks
applications from sending out email messages, this is an intregral part of my
helpdesk management, the software must send out emails to technicians re: new
work orders, updates on w.o. etc. How do I disable this 'feature' or mark
certain email addresses as 'safe'.

It is not clear what exactly is the feature you're talking about (nothing
disables outgoing traffic by default). May be Windows Firewall configuration
or a 3rd-party product?
