Server 2003 Open Value Licensing (come with a cal itself)?

I cant recall the answer to this.. but I know with OVL you must
purchase 5 cals at a time, but does the server 2003 license coming
with a single CAL in addition to those?

It is my understanding that you can not buy CALs one at a time, you have to
buy them in 5, 10 and 25 (and so on) packs.

Someone can correct me if I am wrong but I am 99% sure you cant buy cals
individually.

Yeah I think that part is right.. 5 at a time.. but i wasnt sure if
the "server license" itself came with 1 cal or not, after looking at
our purchasing history from 05, I'm going to guess not.
