Security Update Issue

Pinger

I have my system set for auto updates. One appears ready to download
(KB9369181). When I shut down my system I'm admonished not to turn off my
CPU during the download and see a message that update 1 of 1 is being
installed.
Every day, this same update appears. Microsoft is sellin' my computer
ain't buyin'. I don't get it.

Configure Automatic Updates to only - ONLY - tell you when updates are
available.

When you see the notice, MANUALLY go to the updates site and have it
tell you what you need.

From within IE:

Tools | Windows Update

Windows Update Says the update is still needed

There is a specific newsgroup for windows update issues. This question
might have already been addressed there.
