Are you perchance using XP home? In which case the security tab is only
available when in safe mode.

Is this XP Home or XP Pro? XP Home does not have the security tab.

If you have XP Pro, then you need to disable simple file sharing in
order to see the security tab.

If this is XP Home, you can use command line tools such as cacls to
modify security. You might also want to take a look at

Is this WinXP Home, or WinXP Pro with Simple File Sharing enabled? If
the former, that's by design if the latter, simply disable Simple File
Sharing.
