Security red shield is on and remains on the task bar even though my windows essential is on...

The red security sheild is on and when clicked tells me; virus protection is off, though windows essental reads on and scan reads clean? What is the malfunction? Also, after increasing the RAM, to its' max on my Dell Demension 4400 pc, I will up grade to windows 8 and get the 8.1 CD, I hope this problem is addressed by then, will I be successful in this effort?
