Security error when I try to open PDF's from outlook express

Every time I try to launch a PDF file from an e-mail in Outlook Express, I
get a security setting error saying "your security settings do not allow the
file to be down loaded. I have to right click on the file and save the file
to a directory and then open it.

I have looked all over and I cannot find the security setting that will let
me open PDF's without first having to save it to my hard drive.

Any help will be greatly appreciated. Thanks.
