Security Center Shield On A Desktop Icon

I have a security center symbol shield on one of my desktop icons. What does
that mean,and how can I get rid of it?

I believe it has to do with running the application "as administrator".
What program is it?
 
It means that the program requires UAC comfirmation or admin rights.

It is a software update program for my laptop. I have a Toshiba laptop. Is
there a way to disable this,or not?

What do you mean nothing happened? If you select "Run As Administrator" and
the shortcut points to an executable then the program should run. If it
doesn't run then it may be corrupt.
 
You can disable UAC, which will remove the shields. (Start > type MSCONFIG,
press enter > Go to Tools > Disable UAC > Launch. Reboot, and UAC is
disabled, and the shields are gone. Note that this is system wide, not only
for that single program.
