When I open the Security Center from the Control Panel I get a message that
the Security Center service has not started or was stopped. It then asks me
to restart the computer or, if that does not work, to start the Security
Center service.

How does one do that?

Click Start > Run, type in: services.msc and press Enter or click Ok.
Maximize the Services window.
Scroll Down to Security Center.
Right click on Security Center and in the popup menu click Start.
Close out of Services.

Thanks, Brian.

When I right clicked on Security Center the menu came up with "start" greyed
out. I clicked on "properties" and found a choice - disabled, which was in
force, automatic and manual. I switched to automatic, start was black and I
clicked on it and everything is just fine. Thanks so much for your help.
