Here's a detailed breakdown of what happened:
1. Microsoft released a new mini service pack, called SP2c. It doesn't do
much other than add to the range of accepted license keys. Only system
builders, such as where I work, need the service pack, which is why most
people probably haven't heard of it. The service pack is built into the OS
install disk, not as a stand-alone installer.
2. I built a new PC for my desk and used the SP2c disk to install XP.
3. I noticed Security Center has the current problem. (BTW, the service
works fine, just the graphics are missing)
4. To the best of my memory, here's the list of things I've attempted, not
it any order:
Repaired using both the SP2C disk and a typical SP2 disk
Replaced wscsvc.dll and wscui.cpl in Windows\system32 with known good
copies, from windows\system32\dllcache and from another PC without the
problem. I had to boot to safe-mode for this. I noted that the original
files, the files that came from the SP2C disk, have a newer modified date,
meaning MS changed them.
Scoured the registry for anything that seems wrong, comparing it to another
PC's registry. I found nothing out of place.
A system restore won't do anything because the problem has been present
since the first install.
Searched and searched the internet for another poor soul who has this
problem. I have a hard time believing I'm the first to find it, but I've
found nothing.
I believe that's everything I tried, but I'm not certain.
