Scrolling Internet WITHOUT Mouse

Suppose I am on MSN.com as my home page.

F10 brings the cursor to the toolbar (file, edit, view, favorite, tools,
help).

How do I jump to the next toolbar (keyboard shortcut) without using the mouse?

The next toolbar is links, favorites, add to favorites, home, read mail,
print, etc.
In EXCEL, one uses Ctrl + Tab...but this is WINDOWS.

Please help...basically, my question is...how does one scroll without using
the mouse?

I believe you can use your arrow keys, and also the tab key by
itself.

No..this tab and arrow keys do not work.

They - the arrow keys - work HERE.
 
F10 gets me to the toolbar and the ARROW keys work insofar as that
toolbar's menu items are concerned!

But, I want to get to the NEXT toolbar.

How is this done???????????
