I would like to make the scroll button active ONLY for the window the
mouse is over. ..
I hate it when you are in Windows explorer and try to scroll down a
list of folders in the left column and the right window scrolls
through files, You have to click on a folder and it opens that folder
(which is NOT what you intended).
or
If you are filling out a form and you just entered the number of
passingers for Northwest, go to another area on the form and
accidently hit the scroll button changing the number of passingers
from 2 to 4!!!!!

mousing over? I have Windows XP and looked at the mouse settings and
see nothing. I have the Logitech trackball at home and a Microsoft
mouse at work.
