Screen Saver on Laptop only works when guest is logged on

My sons' laptop is having screen saver issues.When he is logged on the screen
saver doesn't work.If he is logged off onto the welcome screen the screen
saver doesn't work but the monitor will shut off at the time it is supposed
to.

If a guest is logged on and he isn't, the generic Microsoft screen saver
will come on and monitor shuts off when scheduled.We've tried resetting the
minutes and type of screen saver several times.We're using the basic ones
that come with Windows XP.
We checked the video card drivers and they are up to date.The only thing new
on his laptop is a wireless mouse.
Any help will be greatly appreciated.I'm trying to fix this before he goes
back to college next week.
