Screen Resolution and Least User Rights

We are converting all of our users to standard user accounts (they will
not have administrative rights on the local box). I have heard a
report, but have not yet had the chance to confirm, that users cannot
change their screen resolution unless they have administrative rights.
Is this true, and if so, is there a way to institute the least user
rights principal while also allowing the user the ability to change the
screen resolution?

You hear wrong.

Non administrators can change screen resolution. However they cannot alter
some other parameters such as font sizes.
