Sorry to revive an old thread, but I have the same problem on Windows Server 2008 R2 (basically the same as Windows 7). As the background is fading when I change themes I see the shadow, but then it goes away (and on a light background leaves some ugly looking black around the white text). The selection rectangle and shadow were working a few weeks ago, but for some reson they stopped working. I know this isn't a vital Windows feature, but I really annoys me not to have it. I do have Aero enabled, working, etc. If anybody has the fix I would be very glad to get it.

Yes, it is strange that it will work if you let Windows choose and not
when you use Custom. Are you using the "Windows Aero" color scheme?

Not sure why the translucent selection rectangle is not working for
