Windows 2003 Removable Storage - Manually disabling an offline tape device

I want to disable an offline tape device in Removable Storage. The
device is currently using Symantec drivers since I am using Backup
Exec as my data protection method. How do you manually disable the
offline tape device so the change is reflected in Removable Storage?

FYI, when I try to disable the tape device in Removable Storage, the
following error returns twice:

"The operation cannot be performed on an offline library."

I am not looking for a solution that uninstalls Backup Exec. Thank
you.
