OK, I *think* that I understand what you want to do.
Try this instead:
Create a logon script for your users, and let them import the
setting themselves, in their personal user profile.
HKEY_CURRENT_USER\Software\Microsoft\Internet Account Manager\
Save the setting in a .reg file and put a line in the users logon
script, with regedit /s <your_file.reg>
