Right-click on the Desktop, choose "Personalize." In the left-hand
task pane, choose "Change desktop icons." Place a check mark in the
box next to "Recycle Bin". Click "Apply" or "Okay."
What you did was choose "delete" instead of "empy the recycle bin." A
common mistake. It shouldn't say delete anyway. It should say something
like "hide."
