Reboot and Select proper boot device

My dad had a power outage at his home and now when we try to turn on his computer, we get a black screen with the message "Reboot and Select proper Boot device or Insert boot media in selected boot device and press a key. When I go into the BIOs setup under boot, boot device priority, I changed the first priority to the hard drive and saved, but got the same error when it restarted. Maybe the harddrive failed I can hear a faint beep sound from the computer when its trying to start before the error message appears. Help.
