A TS in remote admin mode can only have two connections.
You nead to add the Terminal Server role to be able to handle additional
connections. Use Server Manager to install the TS role, either through GUI or
by using the following command line in an admin elevated command prompt

C:\>servermanagercmd -i TS-Terminal-Server

Hi Luis,

First of all, having Terminal Server on the Domain Controller is not a
recommended setting. Reason being that it's not good/secure to give access
to your Domain Controller to the users.

As Henrik mentioned, you need to have the Terminal Server and set the
Terminal Server licensing mode set to either to 'Per User' or 'Per Device'
depending upon your requirement.
Also, you need to mention the license server name in the 'Specified license
server list' on the Terminal Server.

The reason your license server is not reporting any licenses is that:
1. You might not have installed the licenses on the license server (For
installing the licenses you need to buy them first:) )
2. Your Terminal Server might not be pointing to the license server
3. The type of CALs on the license server might not be matching with the
Terminal Server licensing mode. I.e. If your Terminal Server licensing mode
is set to 'Per User' then you should have 'Per User' CALs installed on the
license server and if you have 'Per Device' CALs installed on the license
server, then your Terminal Server licensing mode should be set to 'Per
Device'.
