To newfinyankee:
Does this behavior occur "regardless" of the background that you choose to
use, or only for one particular background?
What happens if you apply a different background? e.g.- new background shows
on Welcome screen, then "blue" when Desktop appears?

Please excuse the intrusion if I may.
I'm also having a similar sitiation but not a problem.
After the welcome screen pops up I get a blank blue screen with all the
correct icons. I stays on for about one second but then the preselected
background appears with the same icons. This also happens with different
backgounds.
