Sounds like you are using the wrong DPI setting for your monitor.
In any case you can try using your keyboard to solve your problem.
E.g. instead of dragging the dialog only to the top of the Display using
your mouse you could press Alt-Space,M and then use CursorUp
to move it up as far as you like to see those hidden buttons.
But in fact you don't even really need to use them. Just press Enter
(for Ok, since that button is the default action), or Esc (for Cancel),
or Alt-A (for Apply). Also, more generally, you could try pressing Tab
to see if giving those buttons keyboard focus would also enable the
screen to scroll up so you could see them and not have to guess
where that would be. ; )

BTW if you want help with your DPI settings I think that XP Hardware
might be a more relevant newsgroup than IE General. Cross-posting
there for reference.
