Random problems with some websites

I've been having this problem off and on since I bought this computer. While navigating some websites, the pages will hang while loading (the IE tab will say something like waiting for <website name>), and then a page will come up that says "This Page Can Not be Displayed" This page will have some suggestions on how to resolve the issue, etc, including a button that says "Fix Connection Problems"


Clicking on the button runs the trouble shooter. Depending on the website, the results of the troubleshooter will say "Your computer appears to be configured correctly, but the device or resource <website name> is not responding." Or it will say, "<website name> is online, but is not responding to connection attempts." It doesn't matter what browser I use. If a page won't load in IE, it won't load in Fire Fox, or Chrome.


If I wait a few minutes, then reload the page, it will work fine. Then if I click on a link, the same problem has a chance to start again. This only happens with my new Windows 8 machine. I have a Windows Vista machine on the same network that can surf the same sites at the same time with no problems.


Things I've tried so far:


Updated Ethernet Card Drivers

Reset TCP/IP

Flushed DNS Cache
